About HP Udgam Cohort 2025 – Round II (HPCL)
Hindustan Petroleum Corporation Limited (HPCL) launched HP Udgam Cohort 2025 – Round II under its Startup Support Initiative, HP Udgam. This flagship startup accelerator program supports high-potential early-stage startups in India with strategic equity funding and commercialisation support.
The program is designed for startups that have built, or are close to building, a Proof of Concept (PoC). HPCL helps founders validate, pilot, and scale their solutions in real-world industry settings. Udgam bridges the gap between innovation and commercial deployment across energy and allied sectors, supporting India’s sustainable growth and energy transition.
What Startups Receive
Equity Investment
Selected startups can receive up to ₹2.5 crore in equity funding, typically through Compulsorily Convertible Preference Shares (CCPS). This enables HPCL to act as a strategic investor rather than a grant provider.
Pilot & Industry Validation
Startups may receive opportunities to run pilot projects within HPCL operations (subject to due diligence), helping them test and refine solutions at scale.
Mentorship & Market Access
HPCL provides domain mentorship, technical guidance, R&D support, and access to industry networks. Startups also gain national and international visibility.

- Oil & gas innovation
- Deeptech, fintech, and healthtech
Priority domains include renewable energy, biofuels, e-mobility, energy storage, LNG, City Gas Distribution (CGD), Compressed Biogas (CBG), and digital solutions.

Additional Information
2. Company should be registered under the Indian Companies Act, 1956/2013
3. Should be majority owned (min 51%) by resident Indian citizens / Indian companies (as defined on HPCL portal FAQ snippet)
4. Must have a project that has established or is establishing/validating POC
5. The proposal should show relevance, business potential, deliverables, and scalability
6. Shortlisted proposals undergo due diligence and milestone finalisation
