The Innovation Voucher Program (IVP) is a Government of Tamil Nadu initiative designed to promote research collaboration between MSMEs and Startups with academic/research institutions. Jointly administered by EDII-TN (Entrepreneurship Development Institute of Tamil Nadu) with support from iTNT (Tamil Nadu Technology Hub), this program funds DeepTech startups seeking to validate and scale their innovations.

Program Objective:

IVP aims to bridge the gap between academic research and commercial innovation by providing financial support to startups conducting research collaborations or entering new markets. This government-backed initiative strengthens Tamil Nadu’s DeepTech ecosystem by providing capital for proof-of-concept development and market entry strategies.

Two Distinct Voucher Options:

Voucher-A: Entry into Research (₹3 Lakh)

For startups entering into research collaborations with academic institutions, MSMEs, or government labs
Funds collaborative R&D projects to develop new technologies or improve existing solutions
Suitable for early-stage and prototype-stage startups validating core technology through research partnerships
Focuses on developing innovative solutions through structured academic collaboration

Voucher-B: Entry into Market (₹7 Lakh)

For startups ready to enter new markets or scale existing solutions
Supports commercialization activities, market validation, and go-to-market strategies
Suitable for MVP and early-revenue startups with working products seeking market expansion
Enables product-market fit validation and customer acquisition for new market segments

Strategic Value Beyond Capital:

Recipients gain access to iTNT Hub infrastructure, mentorship from industry experts, networking opportunities with MSMEs, investors, and government agencies, and visibility through Tamil Nadu’s startup ecosystem platforms. The program positions selected startups as part of Tamil Nadu’s growing DeepTech innovation pipeline.

Awareness Program:

An exclusive “Cracking the IVP Grant” awareness session is scheduled for December 10, 2025 (11:30 AM – 1:00 PM) at iTNT Hub, Chennai, featuring winning strategies for DeepTech startups and direct interaction with program administrators.

Government Backing:

This is a Government of Tamil Nadu program designed to strengthen the state’s startup ecosystem and position Tamil Nadu as a premier DeepTech innovation hub in India.

Eligibility

Startup Status – Must be a registered startup (DPIIT recognition preferred but not mandatory)

Age Requirement – Startup should be registered within last 7 years

DeepTech Focus – Innovation must be in emerging technology sectors (AI, Robotics, Biotech, CleanTech, IoT, Advanced Manufacturing, Semiconductors, etc.)

Business Stage – Can be at idea, prototype, MVP, or early revenue stage

Location – Preferably based in Tamil Nadu (though national applications may be considered)

Research Collaboration (For Voucher-A) – Must identify research institution/MSME partner for collaboration

Market Entry Plan (For Voucher-B) – Must have clear market expansion or new market entry strategy

Team Capability – Founding team with relevant technical/business expertise

IP Rights – Clear understanding and documentation of intellectual property ownership

First-Time Applicant – Preference for startups in their first/second funding round

Location Eligibility

Tamil Nadu (Preferred) / Pan-India (Considered) – The Innovation Voucher Program primarily targets startups based in Tamil Nadu to strengthen the state's DeepTech ecosystem. However, startups from other Indian states may also apply and be considered based on project merit and alignment with program objectives.
