ELEVATE is BPCL’s flagship startup cohort designed to revolutionize India’s energy landscape through strategic equity investments and transformative partnerships. BPCL, a Fortune Global 500 company committed to achieving Net Zero carbon emissions by 2040, actively seeks innovative startups to accelerate India’s sustainable energy transition.
Program Overview:
This opportunity welcomes startups with developed Proof of Concept (PoC), Prototype, Minimum Viable Product (MVP), or fully implemented solutions in any sector, ready to expand into the Oil & Gas domain. BPCL has proven commitment through Project Ankur, supporting 30+ startups with ₹28+ crores in grant funding since 2016.
Investment Structure:
Selected startups receive up to ₹5 crores through equity or Compulsory Convertible Preference Shares (CCPS), with BPCL maintaining a maximum 20% stake. Beyond capital, startups gain industry expertise, mentorship from senior BPCL leadership, operational network access, and visibility at flagship events.
The ELEVATE cohort focuses on two transformative themes:
1. Green Technology – Solutions accelerating decarbonization including:
Solar and Wind Power Systems
Battery Energy Storage Systems (BESS)
Carbon Capture, Utilization & Storage (CCUS)
Green Hydrogen Production
Circular Economy Solutions
Energy Efficiency Technologies
2. Cybersecurity & Resilience for Energy Operations – Technologies protecting critical infrastructure:
Threat Detection & Intrusion Prevention
Data Protection & Encryption
Fraud Detection Systems
Blockchain & Transaction Security
Compliance & Risk Management
AI-Driven Cyber Threat Intelligence
Unique Value Proposition:
Unlike traditional venture funding, ELEVATE combines capital investment with BPCL’s operational expertise, industry networks, and 30+ years of energy sector experience. Selected startups gain access to mentorship from senior BPCL executives, potential pilot opportunities within BPCL operations, and strategic visibility in India’s energy ecosystem.

Eligibility
- DPIIT Registration – Must be registered with Department for Promotion of Industry and Internal Trade (DPIIT) and possess a valid certificate of registration
- Startup Stage – Early-stage venture including seed-funded startups
- Founder Equity – Founders must hold more than 26% equity in the startup (mandatory minimum)
- Solution Readiness – Must have developed a Proof of Concept (PoC), Prototype, Minimum Viable Product (MVP), or fully implemented solution
- Sector Flexibility – Solution can be in any sector but must demonstrate readiness to expand into Oil & Gas domain
- Thematic Alignment – Must innovate within identified focus categories: Green Technology OR Cybersecurity & Resilience for Energy Operations
- Technical Competence – Demonstrable technical competence and experienced team capability
- Investment Readiness – Must be ready to accept equity investment through CCPS or equity-based structure
- Oil & Gas Potential – Solution should have commercial scalability potential within energy/Oil & Gas sector
- Startup Stage – Early-stage venture including seed-funded startups
